Comprehensive School Safety Plans
On September 27, 2018, Governor Brown signed into law Assembly Bill 1747 School Safety Plans. It requires local educational agencies (LEAs) to develop the Comprehensive School Safety Plans (CSSPs). The law requires designated stakeholders to annually engage in a systematic planning process to develop strategies and policies to prevent and respond to potential incidents involving emergencies, natural and other disasters, hate crimes, violence, active assailants/intruders, bullying and cyberbullying, discrimination and harassment, child abuse and neglect, discipline, suspension and expulsion, and other safety aspects.
California Education Code (EC) Section 32281(a) requires every kindergarten through grade twelve school, public and public charter, including community and court schools, to develop and maintain a CSSP designed to address campus risks, prepare for emergencies, and create a safe, secure learning environment for students and school personnel.
Per Board Policy 0450: Comprehensive Safety Plan, “The comprehensive safety plan(s) shall be reviewed and updated by March 1 of each year. The Board shall approve the comprehensive school safety plan(s) in order to ensure compliance with law, Board policy, and administrative regulations.”
Milpitas Unified School District’s Governing Board annually reviews and approves the Comprehensive School Safety Plans (CSSP) for each MUSD school site. The Board approved the 2025-26 CSSPs at the February 10, 2026 Board of Eduaction Meeting. Please review all 2025-26 CSSPs from the agenda (Consent Item 22A.iv).
