PARCEL TAX OVERSIGHT COMMITTEE (PTOC)

The Parcel Tax Oversight Committee (PTOC) ensures transparency and accountability for local funding. The committee is responsible for monitoring expenditures from Measure E and Measure Q to ensure funds are used strictly for voter-approved educational programs and services.
Our Purpose & Goals
The PTOC provides oversight for two critical local measures. Both measures require an annual audit and a report to the Board of Education and the community.
Measure E: Accelerating Excellence
Measure E funds are dedicated to maintaining high-quality education through:

STEM & Arts: Accelerating programs in science, technology, engineering, arts, athletics, and math.

Top Talent: Attracting and retaining highly qualified teachers and staff.

Core Literacy: Strengthening reading, writing, and computer science programs.

Student Wellbeing: Supporting student health and mental wellness.

College & Career: Increasing educational pathways and providing teachers with tools to prepare students for the future workforce.
Measure Q: Protecting Essentials
Measure Q funds focus on local control and stability by:

Preventing Cuts: Protecting STEM, arts, athletics, and computer science programs.

Staff Retention: Ensuring MUSD continues to attract and retain expert educators.

Professional Growth: Providing educator training to prepare students for community leadership.

Support Services: Retaining school counselors and health professionals.

Career Training: Expanding Career Technical Education (CTE) and workforce training.
Membership & Governance
The PTOC consists of at least seven voting members appointed by the Board of Trustees. Members serve two-to-three-year terms without compensation.
Committee Composition
To ensure diverse community representation, the committee includes:

Member active in a local business organization.

Member active in a senior citizens organization.

Members who are parents or guardians of MUSD students.

Members representing the community at large.
Note: All members (except the business representative) must be registered voters within the District and must adhere to strict conflict-of-interest and Brown Act regulations.

Meeting Information
The PTOC values transparency. All meetings are conducted in accordance with the Brown Act.

Frequency: The committee holds two regular meetings per year.

Special Meetings: May be called as needed and may be held via teleconference.

Quorum: A minimum of four voting members must be present for action to be taken.

Public Notice: Meeting notices and agendas are sent out at least 72 hours in advance.
