The tax will fund essential programs for eight years beginning July 1, 2023 at the rate of $84 per parcel, per year. Parcel tax exemptions are available for Senior Citizens, SSI recipients, SSDI recipients, and Contiguous Parcel owners who qualify.

Once granted, the exemption will be applied to the future property tax bill, no refunds provided for prior years. The exemption will remain in place, year after year, until the property is transferred or not owner-occupied by a qualifying person. If you move elsewhere in Milpitas, a new application will need to be completed. Owners of manufactured homes are not charged the parcel tax.
For Seniors / SSI Recipients / SSDI Recipients:
Pursuant to Government Code Section 50079 (b)(1), any owner of a Parcel used solely for owner-occupied, single-family residential purposes and who are either,
(a) 65 years of age or older on or before June 30th of that fiscal year, or
(b) persons receiving Supplemental Security Income (SSI) for a disability, regardless of age, or
(c) persons receiving Social Security Disability Insurance (SSDI) benefits, regardless of age, whose yearly income does not exceed 250 percent of the 2024 federal poverty guidelines issued by the United States Department of Health and Human Services,

The parcel tax exemption is for property owners in Milpitas who own parcels that are contiguous, used solely for owner-occupied, single-family residential purposes, and held under identical ownership. This parcel tax exemption allows for such parcels to be treated as a single “parcel” for purposes of the levy of the education parcel tax.
The completed application along with supporting documents must be received by MUSD no later than June 15th of that fiscal year. If not received by June 15th, the tax will appear on your tax bill. No refunds will be provided.
The application and the following proofs of information may be mailed, emailed, faxed, or brought in person:
**Contiguous Parcel Exemption: The contiguous parcel exemption allows a Milpitas property owner to combine adjacent parcels (parcels that share a common border) into one taxable unit. These combined parcels must also be used solely for owner-occupied, single-family residential purposes and held under identical ownership.
PREVIOUS APPLICANTS
The District may establish administrative procedures to periodically verify the continuance of any previously granted exemption.
With respect to all general property tax matters within its jurisdiction, the Santa Clara County Treasurer and Tax Collector or other appropriate county tax officials, shall make all final determinations of tax exemption or relief for any reason, and that decision shall be final and binding. With respect to matters specific to the levy of the high-quality education parcel tax, including any exemptions and the classification of property for purposes of calculating the tax, the decisions of the District shall be final and binding.
Once granted, exemptions remain in place until the property is transferred or not owner-occupied by a qualifying person. If you have moved from an exempted parcel a new application will need to be submitted for your new parcel.
Persons who are owners of Parcels used solely for owner-occupied, single-family residential purposes and currently exempted from the District’s E parcel tax shall automatically be exempted from Measure Q without having to file a new application.

- There will be a box in the middle of the page titled, “PARCEL TAX/SPECIAL ASSESSMENTS”
- If you see the following line in the box, the property is being charged. If you do not see these lines, the property is not being charged. (If there is no charge, there is no need to complete an application.)
